signs.tsv）和代码数字：7是女王，10是海军大臣，15是帕尔马，16是西班牙国王。这套体系是多音的，一个符号代表 s、t 和 a，另一个代表 r 和 y。因此一个小型求解器（solve.py）为每个符号给出其可能字母的集合，再把密文词与从1588年 Calendar of State Papers Foreign 提取的词表相匹配。对照其候选逐行检查各段，约三分之一的密文词得到解读：“in all armadas”“so forwarde in the action that he promised Q[ueen]”“have promised the haven of Rain”“Italians arriving … Antonio”“within France”。汇总的解读（每个词都标有等级）见 targets/cobham1588/READING.md。其余部分未能解读，因为其符号无法从扫描件上辨认清楚。01 信件
Cobham 勋爵 William Brooke 是伊丽莎白1588年春派去与帕尔马的代表谈判的专员之一。无敌舰队整装待发期间，和谈从奥斯坦德移到了布尔堡。Calendar of State Papers Foreign（vol. 21 pt 4）收录了他在 SP 77 中的信件摘要，但没有收这些 Harley 抄本。没有找到它们的刊印解读。

02 从有注字的同组信件得到密钥
在 f. 75（奥斯坦德，1588年4月9日；R8488）上，解读者在每个密文词上方写了明文：“cardinal is coming”“upon our arrival”“willing to harken”“by the clergy they made means”“their great desir of”“the Duke of Parma his bastard son”。在 f. 89（R8493）上，注字给出“what may be”“further hoped for at their hands”和“our abode in this towne is so advantagious”。把它们对齐，得到下表。符号名称是描述性的。

未找到：j、q、x 和 z。f. 88 上有几个符号（形如 K、υ、ρ 和 W）不见于注字，可能是代码符号。另一轮针对 Cobham 3月信件（R8477–R8487）的工作，根据它自己的猜词独立得出了相同的值，并解读了那些信的大部分：见Cobham 在奥斯坦德，1587/8年3月（密钥在 targets/harley287/key.tsv）。它的表把 s（窄的 ∧）和 t（宽的 ∧）区分开来，或许能解决这里 s/t 的歧义。
03 符号清单与已解读的部分
第三轮根据全分辨率（宽7,200像素）的扫描件，对 ff. 75、79 和 89 上约六十个有注字的词逐符号对齐。结果是 targets/cobham1588/signs.tsv。在正常尺寸下看起来相似的几族符号，分得很清楚。p 是尾巴向左下甩的圈（“upon”“popes”“perswade”）。l 是被一根直竖穿过的圆圈（“arrival”“holding”）。h 是右边带碗形的竖（“harken”“thought”）。m 是带圈的横写 S（“made”“commission”），w 是一点一划（“willing”“sworne”）。注字还表明，有几个符号是多音的。Λ 代表 s 和 t（大概还有 a），γ 代表 r 和 y，c 代表 o，有一次代表 a，而 l 的符号有一次代表 t。代码数字也有注字：7 = 女王陛下，10 = 海军大臣，15 = 帕尔马公爵，16 = 西班牙国王。
- f. 80r：“as usuall in all armadas in numbers, that at the armada … which was the 20”。如果宽的 Λ 是 a、ŧ 是 d，那么词 ΛV∽ΛŧΛ 就给出 ARMADA，其中 m 有注字。另有“hoping them in the □pances”，大概是“expences”；一段用竖线分词、以“to these termes”结尾的密文；以及“22 is … in the action … that he promised Q[ueen]”。（M）
- f. 88r：“15:”是帕尔马公爵。第一段密文大概以“captain …”开头，后接一个名字，“with 40 men of …, [who] have promised the …”。其余部分取决于没有注字可证的符号。（M/I）
- f. 92r：“4 sent by …”，也许是“the Portugals”（I），以及“of letters”（M）。
04 悬而未决之处
符号清单现已确定，图像不再是障碍。有几个符号是多音的，还有少数（f. 88 上的 L 形和 K 形、f. 80 上的方块、代码4、22和27）没有注字。下一步是根据全分辨率裁切图逐符号转录各段，依据 signs.tsv为每个符号给出可能字母的集合，把每个密文词的可能解密结果与16世纪80年代的词表逐一比对，再让明文上下文来取舍。
05 逐封解读
- f. 80r（5月5日）：“hoping them in the □pances [expences]”；“it will not be … the haven is …”；“to these termes as usuall in all armadas in numbers”；“22 is so forwarde in the action that he promised Q[ueen] to …”。
- f. 88r：“captain Montgomery of late gone into Scotland … with 40 men of … have promised the haven of Rain … spoil … there to 15 [Parma]”；“deliverd of the … to us”；“Italians arriving … Antonio”；“other Scottishmen, divers … soldiers … away the number of …”。
- f. 92r（5月27日）：“4 sent by the Portugals(?)”，“imprisoned in Bruges(?)”，“they have charge”，“of letters”。
- f. 96v（6月9日）：“passed …”，“within France”，“his servants … priests”，“seventy”。
