signs.tsv）と符号番号が得られる。7 は女王、10 は海軍卿、15 はパルマ公、16 はスペイン王である。方式は多音字式で、1つの記号が s、t、a を、別の記号が r と y を表す。そこで小さなソルバー（solve.py）が各記号にその文字の集合を割り当て、暗号語を1588年の Calendar of State Papers Foreign から取った単語リストと照合する。連なりを1行ずつその候補と照らし合わせることで、暗号語の約3分の1が解読される：“in all armadas”、“so forwarde in the action that he promised Q[ueen]”、“have promised the haven of Rain”、“Italians arriving … Antonio”、“within France”。すべての語にグレードを付けた統合版の解読は次にある： targets/cobham1588/READING.md。残りは、記号をスキャンから確定できなかったため解読されていない。01 書簡
William Brooke（Lord Cobham）は、1588年春にパルマ公の代理人たちと交渉するために派遣されたエリザベス1世の委員の1人であった。無敵艦隊が出撃準備を進める間に、交渉はオーステンデから Bourbourg へ移った。Calendar of State Papers Foreign（vol. 21 pt 4）は SP 77 にある彼の書簡を要約しているが、これらの Harley の写しは扱っていない。その刊行された解読は見つからなかった。

02 注記付きの姉妹書簡から得た鍵
f. 75（オーステンデ、1588年4月9日、R8488）では、解読者が各暗号語の上に平文を書いた：“cardinal is coming”、“upon our arrival”、“willing to harken”、“by the clergy they made means”、“their great desir of”、“the Duke of Parma his bastard son”。f. 89（R8493）では注記が “what may be”、“further hoped for at their hands”、“our abode in this towne is so advantagious” を与える。それらを整列させると次の表が得られる。記号の名称は形状を説明したものである。

見つからなかったもの：j、q、x、z。f. 88 のいくつかの記号（K、υ、ρ、W のような形）は注記に現れず、符号記号かもしれない。Cobham の3月の書簡（R8477–R8487）に取り組んだ別のセッションは、独自のクリブから独立に同じ値に到達し、それらの書簡の大半を解読した。オーステンデの Cobham、1587/8年3月を参照（鍵は targets/harley287/key.tsv）。その表は s（幅の狭い ∧）と t（幅の広い ∧）を区別しており、ここでの s/t の曖昧さを解決できるかもしれない。
03 記号一覧と解読できたもの
第3パスでは最大解像度（幅7,200ピクセル）のスキャンを使い、ff. 75、79、89 の約60の注記付きの語を記号ごとに整列させた。その結果が targets/cobham1588/signs.tsvである。通常の大きさでは似て見える記号の系統が、はっきりと分かれる。p は尾が左下に払われたループ（“upon”、“popes”、“perswade”）。l はまっすぐな縦棒が貫く円（“arrival”、“holding”）。h は右側に膨らみのある縦棒（“harken”、“thought”）。m はループ付きの横向きの S（“made”、“commission”）、w は点と線（“willing”、“sworne”）である。注記からは、いくつかの記号が多音字であることもわかる。Λ は s と t（そしておそらく a）、γ は r と y、c は o で一度は a、l の記号は一度 t を表している。符号番号にも注記がある：7 = her Majesty、10 = the Lord Admiral、15 = the Duke of Parma、16 = the King of Spain。
- f. 80r：“as usuall in all armadas in numbers, that at the armada … which was the 20”。語 ΛV∽ΛŧΛ は、幅の広い Λ が a で ŧ が d なら、m に注記のある ARMADA となる。ほかに “hoping them in the □pances”（おそらく “expences”）、縦の語区切りがあり “to these termes” で終わる連なり、そして “22 is … in the action … that he promised Q[ueen]”。（M）
- f. 88r：“15:” はthe Duke of Parmaである。最初の暗号の連なりはおそらく名前の前で “captain …” と始まり、“with 40 men of …, [who] have promised the …” と続く。残りは、どの注記にも現れない記号にかかっている。（M/I）
- f. 92r：“4 sent by …”、おそらく “the Portugals”（I）、そして “of letters”（M）。
04 未解決のまま残るもの
記号一覧はもう確定したので、画像はもはや障害ではない。いくつかの記号は多音字で、少数（f. 88 の L 形と K 形、f. 80 の四角、符号 4、22、27）には注記がない。次の段階は、最大解像度の切り抜き画像から連なりを記号ごとに転写し、次のファイルから各記号に可能な文字の集合を割り当て signs.tsv、各暗号語の可能な解読を1580年代の単語リストと照らして列挙し、平文の文脈に選ばせることである。
