signs.tsv）和程式碼數字：7是女王，10是海軍大臣，15是帕爾馬，16是西班牙國王。這套體系是多音的，一個符號代表 s、t 和 a，另一個代表 r 和 y。因此一個小型求解器（solve.py）為每個符號給出其可能字母的集合，再把密文詞與從1588年 Calendar of State Papers Foreign 提取的詞表相匹配。對照其候選逐行檢查各段，約三分之一的密文詞得到解讀：“in all armadas”“so forwarde in the action that he promised Q[ueen]”“have promised the haven of Rain”“Italians arriving … Antonio”“within France”。彙總的解讀（每個詞都標有等級）見 targets/cobham1588/READING.md。其餘部分未能解讀，因為其符號無法從掃描件上辨認清楚。01 信件
Cobham 勳爵 William Brooke 是伊麗莎白1588年春派去與帕爾馬的代表談判的專員之一。無敵艦隊整裝待發期間，和談從奧斯坦德移到了布林堡。Calendar of State Papers Foreign（vol. 21 pt 4）收錄了他在 SP 77 中的信件摘要，但沒有收這些 Harley 抄本。沒有找到它們的刊印解讀。

02 從有注字的同組信件得到金鑰
在 f. 75（奧斯坦德，1588年4月9日；R8488）上，解讀者在每個密文詞上方寫了明文：“cardinal is coming”“upon our arrival”“willing to harken”“by the clergy they made means”“their great desir of”“the Duke of Parma his bastard son”。在 f. 89（R8493）上，注字給出“what may be”“further hoped for at their hands”和“our abode in this towne is so advantagious”。把它們對齊，得到下表。符號名稱是描述性的。

未找到：j、q、x 和 z。f. 88 上有幾個符號（形如 K、υ、ρ 和 W）不見於注字，可能是程式碼符號。另一輪針對 Cobham 3月信件（R8477–R8487）的工作，根據它自己的猜詞獨立得出了相同的值，並解讀了那些信的大部分：見Cobham 在奧斯坦德，1587/8年3月（金鑰在 targets/harley287/key.tsv）。它的表把 s（窄的 ∧）和 t（寬的 ∧）區分開來，或許能解決這裡 s/t 的歧義。
03 符號清單與已解讀的部分
第三輪根據全解析度（寬7,200畫素）的掃描件，對 ff. 75、79 和 89 上約六十個有注字的詞逐符號對齊。結果是 targets/cobham1588/signs.tsv。在正常尺寸下看起來相似的幾族符號，分得很清楚。p 是尾巴向左下甩的圈（“upon”“popes”“perswade”）。l 是被一根直豎穿過的圓圈（“arrival”“holding”）。h 是右邊帶碗形的豎（“harken”“thought”）。m 是帶圈的橫寫 S（“made”“commission”），w 是一點一劃（“willing”“sworne”）。注字還表明，有幾個符號是多音的。Λ 代表 s 和 t（大概還有 a），γ 代表 r 和 y，c 代表 o，有一次代表 a，而 l 的符號有一次代表 t。程式碼數字也有注字：7 = 女王陛下，10 = 海軍大臣，15 = 帕爾馬公爵，16 = 西班牙國王。
- f. 80r：“as usuall in all armadas in numbers, that at the armada … which was the 20”。如果寬的 Λ 是 a、ŧ 是 d，那麼詞 ΛV∽ΛŧΛ 就給出 ARMADA，其中 m 有注字。另有“hoping them in the □pances”，大概是“expences”；一段用豎線分詞、以“to these termes”結尾的密文；以及“22 is … in the action … that he promised Q[ueen]”。（M）
- f. 88r：“15:”是帕爾馬公爵。第一段密文大概以“captain …”開頭，後接一個名字，“with 40 men of …, [who] have promised the …”。其餘部分取決於沒有注字可證的符號。（M/I）
- f. 92r：“4 sent by …”，也許是“the Portugals”（I），以及“of letters”（M）。
04 懸而未決之處
符號清單現已確定，影象不再是障礙。有幾個符號是多音的，還有少數（f. 88 上的 L 形和 K 形、f. 80 上的方塊、程式碼4、22和27）沒有注字。下一步是根據全解析度裁切圖逐符號轉錄各段，依據 signs.tsv為每個符號給出可能字母的集合，把每個密文詞的可能解密結果與16世紀80年代的詞表逐一比對，再讓明文上下文來取捨。
05 逐封解讀
- f. 80r（5月5日）：“hoping them in the □pances [expences]”；“it will not be … the haven is …”；“to these termes as usuall in all armadas in numbers”；“22 is so forwarde in the action that he promised Q[ueen] to …”。
- f. 88r：“captain Montgomery of late gone into Scotland … with 40 men of … have promised the haven of Rain … spoil … there to 15 [Parma]”；“deliverd of the … to us”；“Italians arriving … Antonio”；“other Scottishmen, divers … soldiers … away the number of …”。
- f. 92r（5月27日）：“4 sent by the Portugals(?)”，“imprisoned in Bruges(?)”，“they have charge”，“of letters”。
- f. 96v（6月9日）：“passed …”，“within France”，“his servants … priests”，“seventy”。
