R7768 的影象是 f. 314r 和 f. 314v。R7769 的影象是 f. 314v 和 f. 315r，所以中間那一葉在兩條記錄上都出現（兩個檔案逐位元組相同）。第一封信從 f. 314r 寫到 f. 314v 頂部，下方另一人寫了“mr Cowleys Hand”。DECODE 把這個註記讀成了“Conleys”，並把它當作作者。第二封信從 f. 314v 較低處開始，在 f. 315r 上以一段附言結束。其下，f. 315r 開始了一封無關的信（“My Lo:”），出自一位在海牙等候的保王黨人。在拍攝到的部分上沒有數字。
寫信人在王后的宮廷裡。“She intends to write to you”（她打算給你寫信），而他已答應給收信人錢。這與 Cowley 供職的 Jermyn 家相符。收信人在荷蘭，手頭拮据，有一個兒子，他曾為這個兒子向國王和王后求過情。他既不是國務大臣 Nicholas，也不是大法官，因為兩人都以第三人稱被提到。他的身份不明。
02 信件

- 1652年12月28日。“unlucky and unseasonable sending of Monsieur Bourdeaux into England”（把 Bourdeaux 先生派往英格蘭，既不走運也不合時宜）尚未傷害到在荷蘭的保王黨人。荷蘭若在海上大獲全勝，對“to us”（我們）將是危險的。馬紮然尚未回到巴黎。雷斯樞機主教身陷囹圄。國王將親臨高等法院，登記價值七八百萬的敕令。軍隊正在聖默努爾德城下。接著是密碼：“I wish I could send you any Account of the present estate of 228:196:188 (for it is undoubtedly of great importance if you can procure any assistance to be sent thither against next spring …) but wee know nothing here that you will not be informed of by 102:43:97:133:52:180 and concerning 57:102:58:20:30 dispatch back (who was the person that came lately from 248:88:46:47:96:52:7:57) Mr Chanchellour has given an Account of it to Secretary Nicolas.” 信的結尾答應“by the next”（下一班郵差）送錢。
- 1653年5月3日。寫信人仍然認為國王本應親自前往荷蘭，儘管現在為時已晚。宮廷已去了楓丹白露。Brienne 伯爵報告說，“the Bourdelois have resolved to declare themselves a Republique”（波爾多人已決定宣佈成立共和國），由英格蘭保護；能確定的只是他們已派了一個人去英格蘭。為收信人兒子提出的請求，“receives noe difficulty either with the King or Queen”（在國王和王后那裡都不成問題）。附言：“You may doe well to write a word to Mr 203.”（你不妨給203先生寫幾句。）

共23個數字，其中20個互不相同，範圍從7到248。五個、六個和八個數字的幾段看起來像逐字母拼出的名字，三個數字的那段和單獨的203看起來像程式碼詞。有三個值重複出現：102、52和57。
假設（M 級）。八個數字的那個地名是“Scotland”（s c o t l a n d）。1652–53年冬，格倫凱恩起義正在高地醞釀，巴黎宮廷正設法在春天前為它爭取援助。這樣就有52 = a、57 = d，而 57:102:58:20:30 這一段就以d開頭。其他各段共有的字母太少，無法檢驗，所以這仍只是根據上下文的猜測。
04 嘗試過什麼
- 刊印本。已知 Cowley 致 Henry Bennet 的十五封信（1650年4月30日至1653年9月13日）刊印於Miscellanea Aulica（1702）。檢索 archive.org 的全文，這兩封信都沒有找到。在網上搜尋信中那些特色鮮明的明文短語，也一無所獲。Clarendon State Papers 的摘要目錄和 Nethercot 的 Cowley 信件清單（1928）未曾核查。
- 一份相關金鑰。倉庫中已有的1659年保王黨 Hyde–Barwick 密碼，給出的是無意義的音節（“much at vi”“ma p ka ar s ru”）。已排除。
- 唯密文。未嘗試：23個數字定不出金鑰。
05 還需要什麼
一份1652–53年 Jermyn 或王后的金鑰，比如 Clarendon 和 Nicholas 檔案中的保王黨金鑰；或者原信，如果上面有解讀的話。查明收信人——荷蘭的一位有兒子的保王黨人——就能知道該去哪裡找。
