第一页有十行编了号的符号，横贯纸面书写，没有分词。第二页是收信地址To my Especiall & most Esteemed Cosin William Boswell Esq.、一枚封印，以及背书S[i]r Ra: Boswele. 24 Jan. 1627，即1627/8年。其下是同一笔迹写的八个话题：Hopyan、Pettyt、监护法院、约克郡的土地、Sir Anthony Aucher、Morgan、一个未辨认出的，以及多塞特伯爵。同一页上还有一张统计表，列出每个密码符号以及它出现的行号。那是拆解这封信的人——Boswell 本人或某位文书——的演算纸。DECODE 自己的注释已经怀疑这封信不是国王写的；其作者和1628年的日期只是目录中的占位信息。
02 密钥
Woodard 把符号转录为字母a–x。与他的明文对齐后，全部442个符号的对应都是一致的：

正文中没有对应符号的字母是j, q, x, z。写信人把 P 和 F 弄混（ofinion），把 F 写成 H（heares = feares），在maskinge中多了一个 S，在loldes中把 R 写成了 L。
03 解读
Upon Saterday, being our fifteenth of the presente, our[s] greate Duke returned from Plimmouth to Whitehall, contrary to the opinion of very many who conceaued he [w x] would not haue appeard heere before he had heard how the pulse of the Parlamente had gone. But being confident of the King’s fauour, [f]eares not the many enemies that he hath in the Lower House, especially hauing so greate a party in the Higher House by reason of the Bishops and the new Lords, which for the most [part] are(d) of his owne makinge; and to take away the ill opini[on] of such lordes …
正文在第10行末尾的一句话中间中断。“new Lords”（新封的勋爵）是白金汉公爵促成册封的贵族，主教们大多属于他的一派，而那年冬天正在议论的议会，是由1628年1月30日的令状召集的。
04 日期
在儒略历中，1627年12月和1628年3月的15日是星期六；1628年1月15日是星期二。既然背书的收信日期是1627/8年1月24日，这个星期六就是1627年12月15日。白金汉公爵在1627年11月从失败的雷岛远征经普利茅斯返回。他抵达白厅的日期，这里没有对照出版文献核查。
05 仍不确定的部分
- p = s：在his owne中为 H；在our[s] greate Duke中为 C，那里的符号可能是笔误。
- 第二个w = “part”（C）：一个符号代表一整个词，所以是一个小型名码本或缩写记号。
- “conceaued he”之后的w x：未解读（I）。可能是一对名码本符号，或者是虚码。
- 话题列表的第7项以及背书旁边的注记（Bradburn?）没有辨认出来；统计表是 Boswell 本人的还是文书的，不得而知。
