01 文獻
這是一封“私人”信件，寫於溫泉小鎮 Bourbon-l'Archambault，Armstrong 當時正在那裡療養。它的明寫部分是對 Madison 7月20日私人來信的答覆：它駁斥了 Fulwar Skipwith（即將離任的駐巴黎商務代理）的抱怨，提醒說禁運在法國“not felt”，在英國則已被“forgotten”；而對於使館秘書、巴黎領事職位的候選人 David Bailie Warden，只說了一句“a letter of the same character from me to the President … will give you my opinion of the fitness of M. Warden for the consular office at Paris: to this therefore I refer.”Armstrong 不願明寫的看法，隨後以程式碼寫在附言裡。
Founders Online（Early Access 文獻 99-01-02-3466，出自即將出版的 Papers of James Madison, Secretary of State Series）把碼組印作如下；手稿的讀法有一個碼組與之不同（§6）：

02 程式碼
Armstrong 在1804年至1810年間從巴黎發出的急件使用一套大型程式碼，其中 972 = the。Ralph Weber 對美國外交程式碼的綜述指出，在美國駐法公使急件（Despatches from United States Ministers to France，DUSMF，NARA Record Group 59，microcopy M34，rolls 13–14）中，約有四十封信使用這套程式碼。Armstrong 1808年2月20日那封信用的不是這套程式碼，而是另一套獨立的系統，其金鑰尚未復原。復原出來的結構如下：
- 碼組從1編到約1600。每個碼組代表一個完整的詞（Emperor 32、Spain 326、Minister 61）、一個音節（con 470、tion 352、ness 832）或單個字母（s 1116、n 821、d 1001）。名字按音節拼寫：Gu-sta-va-us、Et-ru-ria、Y-ru-jo、Dan-ish、O-mea-ly。
- 詞彙不是排成一個字母順序序列，而是分成許多短的字母順序段。例如 1–130 是一段詞（circumstance, commerce, communicate, character … Minister … these, thousand, toward … week, without, yesterday），130–417 是第二段（America, between, business, confide, contrary, country … Prince, Queen, reason, report, Russia, second, secret … which, whom, word, would, your），417以上的音節則分塊排列，每隔幾十個數字就從頭開始一輪字母表（1201 a … 1230 c；1268 ed … 1298 ex；1302 ide … 1348 broa；1405 be … 1443 good；1500多 fa … man … now）。一段之內按字母順序排列，所以一個未知碼組的值會被它已知的鄰居夾在中間。
- 常用成分有同音符：re 是 555、561、562、869、871 和 1379；on 是 945 和 946；an 是 1210 和 1216；ing 是 1478 和 1594。
- Armstrong 在每個碼組後面寫一個點；在國務院解碼急件的書記用鉛筆在每個碼組上方寫出明文，若碼組是接續前面已寫出的詞，就在上方畫一短橫（Et|–|–，即 Etruria）。
03 金鑰的來源
3.1 1806年5月4日那封已知明文的信
有一封信的程式碼原件和明文抄本都留存了下來：Armstrong 1806年5月4日致 Madison 的信（Founders 99-01-02-0393），談的是西班牙公使發現了有關佛羅里達的機密提議。Tomokiyo 已經用它給約230個碼組定了值，其中幾個標為存疑。這為本文提供了68個可靠值作為基礎，其中包括 the, of, to, is, he, a, and, by, in, s, n，也顯示了字母順序的排列方式。
3.2 國務院的鉛筆解碼（M34 roll 13）
主要來源是縮微膠捲本身。NARA 已把 M34 roll 13（“Nov 12 1804 – Dec 27 1807”，目錄 ID 188671172；393幀）數字化。第0192–0201幀載有1806年10月的一份長篇政治急件（寫於 Lauderdale 勳爵離開巴黎後不久，帶來“two Russian armies now entering Silesia”的訊息），其中每個程式碼組上方都有書記寫的解碼。對整卷做了一遍打分，尋找遠離墨跡的淺中灰畫素，從而定位了帶註釋的幀；然後逐幀目視轉錄這些配對，並記錄置信度等級及其幀號/行號。
以這種方式收集到約500對，其中352對可以有把握地辨認。與1806年5月4日的值合併後，程式碼表共有580個不同的碼組（§7）。鉛筆字跡中的歧義（這卷是1940年代對淺淡石墨字跡拍攝的縮微膠捲）透過兩項要求來解決：每種讀法都必須落在它的字母順序位置上，並且在各幀之間一致地重複出現。
3.3 插值
附言和二月那封信需要的碼組中，有二十個不在這兩個來源裡。每一個都先根據上下文推斷，再對照它在字母順序中的位置核查；二十個全部吻合。例如：1394 位於 1393 purp 和 1395 Italy 之間，必定開啟一段新的序列，它在三個彼此獨立的地方都給出 ru（ru-in、Et-ru-ria、Y-ru-jo）；250 位於 249 other 和 252 own 之間，讀作 ought；1273 位於 1272 eight 和 1279 Emp 之間，讀作 el；384 位於 383 w 和 385 was 之間，讀作 ward；1320 位於 1319 li 和 1325 long 之間，讀作 like；1483 位於 1482 is 和 1484 it 之間，讀作 ish。
3.4 對照文字：1808年2月22日的信
Armstrong 1808年2月22日的私人信件（Founders 99-01-02-2733）在一篇明寫的歐洲政治綜述中嵌有約150個碼組。它與那封已知明文的信沒有共同的關鍵碼組，因此可作為獨立的檢驗。用合併後的程式碼表，它解碼如下（有缺口）：
The ruin of Gustavus is at last resolved. Russia is to seize Finland, while France & Denmark take possession of Sweden. Denmark cannot ha[ve] very willingly … independence. Yet wonderful to tell Russia not only does not … but actually assists him in accomplishing one half of the object. Can Finland compensate for a state of things which shall put it in the power of France to lock up the Baltic …?
完整解出的句子（the ru-in of Gu-sta-va-us is at last resolve-d、the Dan-ish Minister was this morning po-ur-ing out his com-plain-t-s to me upon this sub-ject、a-ve-rt the in-t-ro-duct-ion into Denmark、as-sist-s him in ac-com-pli-sh-ing one half of the object）證實了程式碼表，並確定了附言中用到的 ru、ish、Russia（305，第0200幀的鉛筆也給出這個值）等值。其中有一個碼組反常：946 在1806年5月4日的信中是 on，但在 Gustavus 裡必定是 Gu（別處 914 = gu）：要麼是同音符，要麼是手稿或轉錄中的筆誤。

4.1 人物
- Warden。David Bailie Warden（1772–1845），生於 County Down，聯合愛爾蘭人會成員，1799年流亡，入籍美國，先任 Armstrong 的私人秘書，後任使館秘書。他是空缺的巴黎領事一職的頭號人選，並且得到了這個職位；Armstrong 在1810年將他撤職，而當 Madison 在1811年恢復他的職務時，Armstrong 在1811年3月3日的信中抗議說，Warden“without a single grain of attachment to the U.S.”，並質問“our own country furnish[es] no native citizen willing & able to fill the consulate at Paris”。這則附言顯示，早在三年前就已有同樣的敵意，也顯示了其原因：Warden 不是在美國出生的。

05 方法
- 收集密文。彙集了 Founders Online 上 Armstrong 各封程式碼信件的轉錄（1806年5月4日、1808年2月22日、1807年9月、1808年8月30日），並調取了8月30日那封信的 LOC 手稿影象用於校勘。
- 定位已解碼的急件。下載了 NARA 目錄中 M34 roll 13 的條目（393幀）。瀏覽這卷膠片時，用一個簡單的影象得分（不與深色墨跡相鄰的中灰畫素所佔比例）作為初篩輔助；帶註釋的第0190幀和第0192–0201幀經目視確認。2026年9月16日對全部393幀重新執行時，這個得分單靠自身並不能定位它們：灰色的空白頁得分高於帶註釋的頁面，只有在把得分限制在墨跡附近的行間區域後，10月那份急件最密集的第一頁才排名靠前（392幀中第三）。見 targets/armstrong/NOTES.md。
- 採集。每個帶註釋的幀被裁成三部分，增強對比度，逐組轉錄；每一對都記錄了幀號/行號和置信度等級（H/M）。在多幀中出現的碼組做了交叉核對。
- 合併與排序。一個指令碼合併1806年5月4日的值、採集到的配對和推斷值，按 H > C > M > 推斷的順序給讀法排序，並在呈現任何程式碼段落時標出未知值和存疑值。
- 推斷與驗證。其餘的缺口根據上下文填補，並對照字母順序位置核查；1808年2月22日的信作為獨立對照。
- 校勘手稿。把 LOC 的附言影象放大，逐組對照 Founders 的文字核查。
06 對刊印轉錄的更正，以及一處遺留的疑問

970.印在第二行開頭，而手稿作972.（the）。第四行的碼組是1319（li），與印本一致。Library of Congress 藏本上有一個鉛筆寫的 s，位於1116下方，表明華盛頓有位讀者曾著手解碼，後來又放棄了。 - 最後一個碼組在 Founders 和手稿中都是
555。在這套程式碼中，555 是 re（第0195幀：sco-re），接在 Irish 之後講不通，而 1555 是 man（第0195、0200幀：the command of Prince Charles，man）。讀作 Irishman 的前提是 Armstrong 漏寫了一位數字。另一種可能——附言在“an Irish re–”處中斷——為完整起見在此註明。 - 在2月22日那封信中，Founders 的
631（wise），出現在“his com-631-t-s”裡，幾乎可以肯定是651（plain）；而916（had），出現在“Denmark cannot 916 very willingly”裡，很可能是921（have）；兩者都是縮微膠捲上的筆跡容易引發的一位數字之誤。
