01 文書
この書簡は「私信」で、Armstrong が湯治をしていた温泉町 Bourbon-l'Archambault から書かれた。その平文部分はマディソンの7月20日付の私信に答えるものである。Fulwar Skipwith（パリを去ろうとしていた通商代理人）の不満を退け、禁輸がフランスでは "not felt"、イングランドでは "forgotten" だと警告し、公使館書記官でパリ領事職の候補者であった David Bailie Warden については、"a letter of the same character from me to the President … will give you my opinion of the fitness of M. Warden for the consular office at Paris: to this therefore I refer." とだけ述べている。Armstrong が平文では書こうとしなかった意見は、追伸としてコードで続く。

02 コード
1804年から1810年にかけてパリから送られた Armstrong の急報は、単一の大きなコードを用いており、そこでは 972 = the である。Ralph Weber によるアメリカ外交コードの概観は、Despatches from United States Ministers to France（DUSMF、NARA Record Group 59、microcopy M34、rolls 13–14）の中に、このコードによる書簡が約40通あると記している。Armstrong の1808年2月20日付の書簡のコードはこれではなく、鍵が復元されていない別の体系である。復元されたこのコードの構造は次のとおり。
- 符号群は1から約1600まである。それぞれが語全体（Emperor 32、Spain 326、Minister 61）、音節（con 470、tion 352、ness 832）、または1文字（s 1116、n 821、d 1001）を表す。名前は音節に分けて綴られる。Gu-sta-va-us、Et-ru-ria、Y-ru-jo、Dan-ish、O-mea-ly。
- 語彙は1つのアルファベット順の並びではなく、多数の短いアルファベット順の連なりとして配置されている。たとえば1–130は語の1つの連なり（circumstance, commerce, communicate, character … Minister … these, thousand, toward … week, without, yesterday）、130–417は2つ目の連なり（America, between, business, confide, contrary, country … Prince, Queen, reason, report, Russia, second, secret … which, whom, word, would, your）であり、417より上では音節が、数十番ごとにアルファベットを最初からやり直すブロックとして並ぶ（1201 a … 1230 c、1268 ed … 1298 ex、1302 ide … 1348 broa、1405 be … 1443 good、1500番台 fa … man … now）。連なりの内部ではアルファベット順なので、未知の符号群の値は既知の隣接値によって挟み込める。
- よく使われる要素には同音字がある。re は 555、561、562、869、871、1379、on は 945 と 946、an は 1210 と 1216、ing は 1478 と 1594 である。
- Armstrong は各符号群の後に点を打つ。国務省で急報を解読した書記は、各符号群の上に鉛筆で平文を書き、すでに書き出した語の続きとなる符号群の上には短いダッシュを書いた（Etruria に対して Et|–|–）。
03 鍵の出典
3.1 平文が既知の1806年5月4日付書簡
Tomokiyo はすでに、コード化された原本と平文の写しの両方が残る唯一の書簡、すなわちスペイン公使がフロリダに関する秘密提案を察知したことを伝える Armstrong からマディソンへの1806年5月4日付書簡（Founders 99-01-02-0393）を用いて、約230の符号群に値を割り当てており、そのうちいくつかには疑問符が付いていた。これにより、ここで用いた68の確実な値の基礎が得られた。その中には the, of, to, is, he, a, and, by, in, s, n が含まれ、アルファベット順の配置も示された。
3.2 国務省による鉛筆の解読（M34 roll 13）
主な資料はマイクロフィルムそのものである。NARA は M34 roll 13（"Nov 12 1804 – Dec 27 1807"、カタログ ID 188671172、393コマ）をデジタル化している。コマ0192–0201には1806年10月の長い政治的急報（Lauderdale 卿がパリを去った直後に書かれ、"two Russian armies now entering Silesia" という知らせを含む）が収められており、そのすべての符号群の上に書記の解読が書き込まれている。インクから離れた淡い中間灰色のピクセルを手がかりにロール全体を採点する処理によって書き込みのあるコマを特定し、そのうえで対応組をコマごとに目で転写し、確信度の評価とコマ・行の参照を付けて記録した。
この方法で約500の対応組を集め、そのうち352組は確信をもって読める。1806年5月4日の値と統合すると、表は580の異なる符号群に達する（§7）。鉛筆の読みの曖昧さ（このロールは淡い黒鉛の書き込みを撮影した1940年代のマイクロフィルムである）は、各読みがアルファベット順の位置に収まり、かつコマをまたいで一貫して繰り返されることを条件として解消した。
3.3 内挿
追伸と2月の書簡に必要な20の符号群は、どちらの資料にもなかった。それぞれを文脈から推定し、そのうえでアルファベット順の位置と照合した。20個すべてが合った。例：1393 purp と 1395 Italy の間にある 1394 は新しい連なりの始まりでなければならず、互いに独立した3か所で ru を与える（ru-in、Et-ru-ria、Y-ru-jo）。250 は 249 other と 252 own の間にあり、ought と読める。1272 eight と 1279 Emp の間の 1273 は el、383 w と 385 was の間の 384 は ward、1319 li と 1325 long の間の 1320 は like、1482 is と 1484 it の間の 1483 は ish と読める。
3.4 対照テキスト：1808年2月22日付の書簡
Armstrong の1808年2月22日付の私信（Founders 99-01-02-2733）は、ヨーロッパ情勢を平文で概観する中に約150の符号群を含んでいる。平文既知の書簡と共通する重要な符号群がないので、独立した検証として役立つ。統合した表を使うと、欠落を残しつつ次のように解読できる。
The ruin of Gustavus is at last resolved. Russia is to seize Finland, while France & Denmark take possession of Sweden. Denmark cannot ha[ve] very willingly … independence. And it is certainly amongst the most cruel circumstances of the British attack on her Capital that it … her … of her … and [like]wise … of conduct, and thrown her completely into the arms of France, while the Danish Minister was this morning pouring out his complaints to me upon this subject, and stating the … of his government and the means taken by it to avert the introduction into Denmark of a general army … of Hamburg waited in the antichamber, with the intelligence that the Prince of Ponte Corvo had already entered Holstein … There is no one of even tolerable knowledge and sagacity who does not see this. Yet wonderful to tell Russia not only does not … but actually assists him in accomplishing one half of the object. Can Finland compensate for a state of things which shall put it in the power of France to lock up the Baltic …?
完全な形で出てくる文（the ru-in of Gu-sta-va-us is at last resolve-d、the Dan-ish Minister was this morning po-ur-ing out his com-plain-t-s to me upon this sub-ject、a-ve-rt the in-t-ro-duct-ion into Denmark、as-sist-s him in ac-com-pli-sh-ing one half of the object）は表を裏づけ、追伸で用いる値 ru、ish、Russia（305。コマ0200の鉛筆も同じ値を与える）を確定する。そこには変則的な符号群が1つある。946 は1806年5月4日の書簡では on だが、Gustavus の中では Gu でなければならない（他の箇所では 914 = gu）。同音字か、写本または転写の誤りである。

4.1 人物
- Warden。David Bailie Warden（1772–1845）は County Down 生まれで、1799年に追放されたユナイテッド・アイリッシュメンの一員であり、アメリカに帰化し、Armstrong の私設秘書、次いで公使館書記官となった。彼は空席となったパリ領事職の最有力候補で、実際にその職を得た。Armstrong は1810年に彼を解任し、1811年にマディソンが彼を復職させると、1811年3月3日付の書簡で、Warden は "without a single grain of attachment to the U.S." であると抗議し、"our own country furnish[es] no native citizen willing & able to fill the consulate at Paris" のかと問うた。追伸はその3年前に同じ敵意を示しており、その理由も示している。Warden はアメリカ生まれではなかったのである。

05 方法
- 暗号文の収集。Armstrong のコード化書簡（1806年5月4日、1808年2月22日、1807年9月、1808年8月30日）の Founders Online の転写を集め、照合のために8月30日付書簡の LOC の写本画像を取得した。
- 解読入りの急報の特定。M34 roll 13 の NARA カタログ項目（393コマ）をダウンロードした。ロールを閲覧する際の選別の補助として、単純な画像スコア（濃いインクに隣接しない中間灰色ピクセルの割合）を用いた。書き込みのあるコマ0190と0192–0201は目で確認した。2026年9月16日に全393コマに対して再実行したところ、このスコアだけではそれらを特定できなかった。灰色の白紙の葉が書き込みのあるページより高い点を取り、スコアをインク近くの行間帯に限定した場合にのみ、10月の急報の最初の、最も密なページが上位（392中3位）に来る。targets/armstrong/NOTES.md を参照。
- 採取。書き込みのある各コマを3分割して切り抜き、コントラストを強調し、符号群ごとに転写した。すべての対応組を、コマ・行と確信度の評価（H/M）とともに記録した。複数のコマに現れる符号群は相互に照合した。
- 統合と順位付け。スクリプトが1806年5月4日の値、採取した対応組、推定値を統合し、読みを H > C > M > 推定 の順に順位付けし、未知の値や疑わしい値に印を付けてコード化された箇所を表示する。
- 推定と検証。残る欠落は文脈で埋め、アルファベット順の位置と照合した。1808年2月22日付の書簡が独立した対照の役割を果たした。
- 写本との照合。追伸の LOC 画像を拡大し、すべての符号群を Founders の本文と照合した。
06 刊行された転写の訂正と、残る1つの疑問
- Founders は最終行に
1218と印刷しているが、写本の読みは1216（an）であり、文意からもそれが必要である。 - Founders は最終行に
970.を2行目の冒頭に印刷しているが、写本では972.（the）である。4行目の符号群は1319（li）で、印刷のとおりである。鉛筆の s が1116の下に記されていることから、Library of Congress の写本ではワシントンの読み手が解読に着手し、途中でやめたことがわかる。 - 最後の符号群は
555で、Founders でも写本でも同じである。555 はこのコードでは re であり（コマ0195：sco-re）、Irish の後では意味をなさない。一方 1555 は man である（コマ0195、0200：the command of Prince Charles、man）。Irishman という読みは、Armstrong が数字を1つ落としたと仮定している。もう一つの可能性、すなわち追伸が "an Irish re–" で途切れているという可能性も、念のため記しておく。 - 2月22日付の書簡では、Founders の
631（wise、"his com-631-t-s" の中）はほぼ確実に651（plain）であり、916（had、"Denmark cannot 916 very willingly" の中）はおそらく921（have）である。どちらも、マイクロフィルムの筆跡が招きやすい種類の1桁の誤りである。
07 鍵を試す
符号群を空白または点で区切って貼り付けてほしい。平文の語はそのまま残してよい。国務省の書記が鉛筆で書いたように、各符号群の上にその値が表示される。色：緑 鉛筆による解読または既知平文、琥珀色 不確か、赤 推定。 ? = 未知の符号群。
