摘要。這兩頁是伯利1572年7月5日在威斯敏斯特寫給沃爾辛厄姆的信。信是英文明文，只有一小段加密，內容關於一則傳言：法國國王正在從佛蘭德斯的計劃中抽身。這一段使用了加框的人名程式碼（[2]、[3]、[4]、[5]）、一個花押、單個字母 A 和 F，以及一段五個字母的“m o R. d A.”。Dudley Digges 在 The Compleat Ambassador（1655年）中刊印了這封信和沃爾辛厄姆7月13日的回信，程式碼仍保留為密文。Calendar of State Papers Foreign 兩封信都沒有收錄。背景和沃爾辛厄姆的回信確認 [3] 是法國國王。其他都無法確定：其餘各項都只出現一兩次，這組通訊也沒有金鑰留存。15個密碼符號中，[3] 的2次使用已識別；其餘未被解讀。
01 記錄
Harley MS 260 是沃爾辛厄姆1570–73年駐法使館的謄清書信底簿，Digges 就是據此刊印的。DECODE R8358 有兩幅影象，順序顛倒：
- f. 262r（DECODE P2）：伯利前一封信的結尾（“I am sorry for them, and so would you also yf you thought the suspicion to be true”），署名 William Burleigh，地址為“To his very frend Mr Frauncis Walsingham Esquire Ambassador Resident for the Queenes Matie in Fraunce”。隨後是加密信件的開頭：“My Lord Ambassador, this day my Lord Admirall came to the Queenes speech”。
- f. 262v（DECODE P1）：信的結尾，“From Westminster the 5th of July 1572”，署名“Yor assured frend William Burleigh”。接著是沃爾辛厄姆給伯利回信的抬頭，開頭是“Your Lordship’s of the second and 5th of July”。
02 密碼
I am sorry that the opinion groweth here of the French King’s recoil from the Flanders enterprise; it breedeth coldness here. Some that are come home bear us in hand that [3] reneweth the m o R. d A. [4] whereby the last matter ⅋B [5] is hindered. I marvel much thereof; indeed [3] is more given to Milan [4] then to [2]. … I see no means by worldly means A but Florence with F. [2]; God send it some way.
Digges 把同一段排成“[3 | reneweth the in o A. D. F. [4] whereby the last matter Bl5! is hindred … indeed 3| is more given to Millane 4] thentoſs|”。轉錄共計15個密碼符號，分11種。
03 識別出了什麼
- [3] 是法國國王查理九世（等級 C）。兩次使用都出現在以“the French King’s recoil from the Flanders enterprise”（法國國王從佛蘭德斯計劃中抽身）開頭的那一段裡。沃爾辛厄姆7月13日從法國宮廷回信說：“I find the conjectures touching the [3] reneweth the … altogether false and vain, whereof I am assured of the contrary many ways”。Digges 把“vain”誤印為“Fain”。
- “Milan [4]”。在這本書裡，寫在一個詞後面的方框表示該詞是化名（見1572年11月的書信底簿頁面）。所以“Milan”很可能是個化名，也許指西班牙，[4] 是它的標記。這一點未定等級。
04 嘗試過什麼
- 刊本。Digges 1655年刊印了這兩封信，密文以數碼照排。CSP Foreign 第十卷1572年7月部分（第452–492號）兩封信都沒有收錄。署名原件未曾見到。
- 金鑰。DECODE 上沒有出自 Harley 260 的金鑰記錄。Tomokiyo 對伊麗莎白時代密碼的綜述中沒有沃爾辛厄姆巴黎使館的金鑰。1568年的塞西爾–Norris 金鑰表在一組姊妹碼組上已經失敗過（沃爾辛厄姆致伯利，1573年1月）。
- 姊妹記錄。同一卷中的 R8356–R8364 各條記錄正在本專案中處理。其中沒有一條帶有金鑰或註解。
- 上下文。每個符號都對照這封信、回信和化名規則重新定了等級。只有 [3] 是確定的。
05 尚未解決的部分
- “m o R. d A.”未被解讀。它是一套未知密碼的五個字母，沒有金鑰的話太短，無法進行密碼分析。它很可能就是 [3] 據說在“renew”（重啟）的那件事。
- [2]、[4]、[5]、花押 ⅋B、A 和 F 未被解讀。它們需要那把失傳的金鑰，或者伯利簽名的原件上書記員所作的解讀——如果 SP 70 或 Hatfield 還留存有這樣一份的話。
