01 書簡
Beinecke にあるマンチェスター伯の文書(OSB MSS fc37)には、マンチェスターがパリ駐在大使だった1699年9月と10月に、ホワイトホールの Robert Yard から送られた一連の手紙が含まれている。Yard は各手紙の大半を平文で書き、名前、場所、各文の要点を、英語の文の途中に、1つの符号群から20個の連なりまでの数字で記している。この一連の手紙のうち2通には、受け取った時点で行間に書き込まれた解読がある:9月28日/10月9日(box 2, folder 39)と10月5日(folder 45)である。その次の2通、10月12日(folder 49、2ページ、3ページ目に「Mr Yard 12/24」という裏書き)と10月16日(folder 51、2ページ)には解読がない。Beinecke の目録はどちらも「almost entirely in cipher, undeciphered」と記述している。Historical Manuscripts Commission の第8次報告書、付録 II、p. 74 は、同じ言葉でそれらを目録化し、「No key to the ciphers of the period is known to exist among the State Papers」と付け加えている。
Satoshi Tomokiyo はすでにこのコードを同定していた。この時期の暗号についての彼の cryptiana のページは、DECODE データベースの Yard の手紙(R2858–R2860)を挙げ、同時代の解読のない2通(R2859、R2860)は「can be deciphered with THE=454」と述べ、それぞれの最初のいくつかの符号群を解読している。それらの完全な解読はオンラインでは見つからなかった。Cole の1733年の Memoirs は確認していない(下記参照)。
02 イェールにある鍵
同じコレクションの box 18, folder 47 は、「Copy of the E. of Manchester’s Cypher」と裏書きされた大判の印刷されたコード表である。14列からなる一部式コードのひな形で、各列が A から Z まで並ぶ:まず単独の文字、次に音節の列が2つ、それから語と名前がアルファベット順に続く。印刷されたのは平文だけで、数字は手書きで、枠ごとに一つずつ、3 から 2342 まで書き込まれている。書き手は 5 または 9 で終わる数字をすべて飛ばし、516 から 617 へ跳んでいる。T の区画では、2番目の音節の列が tr 450、tl 451、ty 452、th 453、the 454、tru 456 となっている。
表の下端の注記が、冗字(ヌル)の規則を示している:
表面の番号付きの枠1,456個すべてを、高解像度の画像から25枚のタイルに分けて転写した。3つの項目は折り目にあって読めない(1584、1744、1904)。実際には Yard は、番号はあるが語のない枠も冗字として使っている:322、482、740、742、900、902、972、1060、1062、1854、2190、2236、2258、2278、2291、2317、2336、2342。10月5日付の手紙の解読者も、740、900、2172、2278 を同じように飛ばしている。
Yard の鍵はイェールにある写しとまったく同じ番号付けではなかった。各写しの数字は手書きで書き込まれたからである。手紙には3つの違いが現れる:
- 42 と 48 は e であり、マンチェスターの表のような f ではない:sent three は 281.667.453.117.42.48、すなわち se-nt-th-r-e-e である。
- 21 は d であり、c ではない:Drummond’s は 87.21.123、すなわち n-d-s で終わる。どちらの値も、HMC の Addendum 141a の再構成(48 = E、21 = D)と一致する。Tomokiyo はそれが印刷された表と合わないと指摘していた。
- 483 は and である。表には ard と印刷されているが。Tomokiyo は Vernon も同じように使っていたと記している。
Yard は数字の 2 を2通りに書き、その一方は V の形をしている。したがって V3 は 23、V17 は 2317、V34 は 234、V36 は 236 である。
03 対照実験:10月5日
対象の手紙に手をつける前に、転写した表を1699年10月5日付の手紙(folder 45)に適用した。この手紙には同時代の筆跡による行間の解読がある。符号群と解読者の語は一致する:

それ以上は何も必要なかった。その後、2通の対象の手紙をイェールの画像から転写し、符号群ごとに解読した(dec.py)。疑わしく見えた2つの値、10月12日の符号群 656(like)と V 字形の 2 は、葉の拡大切り抜きで確認した。
04 解読された手紙
平文はローマン体、解読された語は斜体で示す。葉の綴りはそのまま保った。[…] は Yard の書き誤りについての編者注である。冗字は省略した。平文の結びの段落は省略している(…)。
ホワイトホール、1699年10月12日
I have the favor of your Lordp’s letter of the 7/17 of this month, and am sorry I could not effect what your Lordp desired in your letter of the 3d Oct. I hope at an other time your Lordp will be able to give me earlier notice, and I assure you nothing shall be omitted on my part. The messengers stay yet at Dover looking for Mills. I hope wee shall meet with him at last. Wee have an account from the Lords Justices of Ireland that they have received private information that many disaffected persons return dayly into that Kingdom, and that there is some ill design against the Government. The like intimations come from the north that something is designed in Scotland, and there the same intimations likewise with relation to England. And all is said to be carryed on very privately at Saint Germains, which I take the liberty to mention that your Lordp may endeavour all you can to get light into what they are doing at Saint Germains.
By the last post from France wee found at the post house a letter from one Lebrun at Paris to Dunster at the three Lyons in Bedford Court, with an enclosed for Mr. Gray; but upon reading it could find nothing therein but private concerns, and so sealed again and delivered. Your Lordp may please to be informed of your correspondent who this Gray is.
Wee shall now expect the King with the first fair wind; for wee conclude his Majesty would be ready to embarke to morrow or Saturday. …

I received by the post yesterday the favor of your Lordp’s letter of the 11/21 instant, and as soon as I understood the contents of it, and that Mills [1276 = have not、原文のまま。書き誤り] was gone by the way of Rouen, I gott warrants prepared, and sent three severall messengers to watch his landing all along the coast [286 st の代わりに 266] where it may be thought he may land; and at London too he is watched where he lives; and besides wee still keep a messen[ge]r at Dover to watch him and Lord Drummond’s priest [暗号では pre-su-t] these, for I think nothing would be more usefull then to take them and their letters.
I have given directions likewise concerning Fowles, and will endeavor to have him met with. Tho I must acquaint your Lordp that there is no goldsmith [s の代わりに 20、すなわち c] lives in Round Court, nor any body named Cockburne; but there is one of that name, a thread man in Bedford Court, whom I have ordered enquiry to be made.
I suppose your Lordp has heard of Clance the periwig maker; he is gone lately to France. Your Lordp will please to have him observed and to give notice of his return.

5つの書き誤りは Yard の暗号化の誤りである:Mills の後の 1276 have not(文意からは何も要らない箇所)、coast の中の 286 st の代わりに使われた、割り当てのない枠 266、priest の代わりの pre-su-t、goldsmith の s の代わりの 20(c)、そして音節が一つ抜けた messen[ge]r。音節のつなぎを含む、符号群ごとの生の解読結果は次にある: targets/yard1699/oct12_decoded.txt と oct16_decoded.txt.
05 手紙の内容
どちらの手紙もマンチェスターからの手紙(10月7/17日付と11/21日付。二重の日付はイングランドの旧暦とフランスの新暦である)への返信で、どちらもフランスとイングランドの間を行き来する人々の監視に関するものである。12日には、使者たちがすでにドーヴァーで Mills という男を待ち受けていた。16日、マンチェスターの手紙から Mills が by the way of Rouen 行ったことを知った Yard は、令状を作らせ、さらに3人の使者に彼が上陸しそうな海岸を見張らせ、ロンドンの彼の住まいも見張らせた。ドーヴァーの使者は Lord Drummond’s priest も見張ることになっており、Yard は them and their letters を押さえたいと考えていた。Fowles という人物、Round Court の金細工師だという Cockburne(そういう者はいなかった。Bedford Court に同名の糸商人がいた)、フランスへ行ったかつら職人 Clance についての照会も、同じ型に従っている:どうやらパリから送られてきた名前をロンドンで確認し、その動きを報告し返すのである。
より大きな知らせは10月12日の手紙にある。アイルランドの総督たちは、many disaffected persons return dayly into that Kingdom、そして some ill design against the Government があると報告していた。北方からもスコットランドとイングランドについて同様の報告が来ていた。そして all is said to be carryed on very privately at Saint Germains、つまりパリ郊外の亡命中のジェームズ2世の宮廷である。Yard はマンチェスターに、彼らがそこで何をしているかを探るよう頼んでいる。同じ手紙は郵便局の働きも示している:パリの Lebrun という者から Bedford Court のスリー・ライオンズの Dunster に宛てた、Mr Gray への同封物のある手紙が、フランスからの郵便から抜き取られ、読まれ、nothing therein but private concerns であることがわかって、再び封をされて配達された。そしてマンチェスターは Gray が何者かを尋ねられている。平文の箇所では、国王ウィリアム3世が最初の順風でオランダから戻ってくるのを待っている。
近隣の手紙についての Beinecke の要約は「Mills and Lord Drummond’s priest」や「persons expected at Dover」に触れているので、ここで解読された名前は、解読済みの同系統の手紙の内容と一致する。
06 不確かなまま残る点
- イェールの表の3つの枠は折り目に隠れて判読できない(1584、1744、1904。10–12列目の F 行の3番目の項目)。この2通の手紙ではどれも使われていないが、それらを使う手紙には、折り目のよりよい画像か原本が必要になるだろう。
- Yard 自身の鍵の写しは、少なくとも文字の列と 483 においてマンチェスターのものと異なっていた。これらの手紙には3つの違いが現れる。手紙がある枠を一度しか使わず、文脈が値を担っている箇所には、ほかにも違いがあるかもしれない。
- 割り当てのない枠は冗字として扱った。注記が番号のない範囲を blanks と呼び、10月5日の解読者がそのうち4つを飛ばしているからである。番号はあるが空の枠も blanks であるというのは使われ方からの推論であり、表には書かれていない。
- Cole の Memoirs of Affairs of State(1733年)は、マンチェスターの大使時代の手紙を印刷している。この2通について再確認していないので、当時解読されたこれらの手紙のテキストが印刷物にある可能性は、まだ排除できない。
- Mills、Lebrun、Dunster、Gray、Fowles、Cockburne、Clance、Lord Drummond の司祭は、ここでは同定していない。
